City Council of Bad Vilbel Approves 13th Amendment to the Development Plan for the PHYLL Project

The City Council of Bad Vilbel (Hessen) unanimously decided on July 2, 2024, to publicly disclose the 13th amendment to the development plan “Krebsschere.” This decision enables DLE Land Development GmbH (DLE) and partner CESA Group to further develop the area on the outskirts of Frankfurt.
The goal of the plan change is to adapt the previous plans to the modern requirements of commercial development and to integrate environmentally friendly measures as well as a residential component. The trend towards home working has significantly increased due to the COVID-19 pandemic, leading to a decrease in demand for office space while the need for housing continues to rise. The original development plan, with its sole focus on commercial use, no longer meets today’s needs. The amendment is being developed by the planning group ROB GmbH on behalf of a fund represented by DLE and the CESA Group, in close coordination with the city administration of Bad Vilbel.
PHYLL will combine living, working, gastronomy, and research in one district. Sustainability, energy efficiency, and resource conservation are at the forefront.
Following the example of successful Hessian innovation clusters such as the House of Logistics and Mobility (HOLM) and the Frankfurt Biotechnology Innovation Center (FiZ), a House of Blue Infrastructure (HOBI) is planned on the PHYLL site in Bad Vilbel. This will network actors nationwide around water resources and promote innovative solutions and sustainable projects. The topics include drinking water production, wastewater treatment, flood protection, handling drought, improving water ecology, and intelligent water management. The first activities of the HOBI will be organized in collaboration with Hessian water initiatives, universities, municipal utilities, municipalities, businesses, and foundations. A HOBI conference is planned in Bad Vilbel for 2025.
The PHYLL district offers a high quality of stay for work and everyday life and integrates high-quality residential areas. The convenient location on the B3 and the proximity to Frankfurt Airport and public transportation make it particularly attractive for commuters, business travelers, and visitors.
